How to set timing on 1982 yamaha xs1100 special

I have a 1982 Yamaha XS 1100 special, it has a hard time starting and doesn't seem to run at full power. I checked my plugs and found that my number 1 plug was saturated with fuel. After cleaning and replacing all the plugs it ran a little better, however, it still has a hard time starting.

Can any one tell me how to check the timing staticly ?

There is also a vacuum line coming out of the crankcase by the pick up coil and it isn't connected to anything. Could someone tell me where it goes to ? :help

wish i could help u, but it is hard to get help for older bikes, see if you can find a
sight for your bike i found one for my ascot 1984.
